NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Bedias.
REQUEST FOR RELEASE OF FUNDS
On or about 9/24/2025 the City of Bedias will submit a request to the Texas General Land Office for the release of Community Development Block Grant – Mitigation (CDBG-MIT) funds appropriated under the Supplemental Appropriations for Disaster Relief Requirements Act, 2018 (Pub. L.115-123), as amended, to undertake a project known as Bedias 24-065-068-E599 - Flood and Drainage Improvements. The City of Bedias proposes to install riprap, excavate ditches, install channel and pipes, stabilize subgrade, repair pavement, replace driveways, and complete all associated appurtenances. Improvements will take place along streets and drainage facilities throughout the City. This project does not involve acquisition, but will include the relocation of any utility or other infrastructure lines as needed. This project does not intersect a floodplain or wetland area. Construction will take place at the following locations, Bedias, Grimes County, Texas:

To request a map of the project area, contact the City at the address, phone number, or email address below. The City of Bedias has been awarded $1,217,700.00 in grant funds and shall contribute $0.00 in match funds. Total project cost is $1,217,700.00.
FINDING OF NO SIGNIFICANT IMPACT
The City of Bedias has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the Bedias City Hall, 22251 Leon St., Bedias, Texas 77831 and may be examined or copied weekdays from 8:00 AM to 5:00 PM. PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Office of the Mayor, City of Bedias, 22251 Leon St., Bedias, TX 77831. Comments may also be submitted via email to gwenboullion.cityofbedias@windstream.net or by phone at (936) 395-1119. All comments received by 9/23/2025 will be considered by the City of Bedias prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
The City of Bedias certifies to the Texas General Land Office that Gwen Boullion in their capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. Texas General Land Office approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows the City of Bedias to use HUD program funds.
OBJECTIONS TO RELEASE OF FUNDS
The Texas General Land Office will accept objections to its release of funds and the City of Bedias’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Bedias approved by the Texas General Land Office (b) the City of Bedias has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs, or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by the Texas General Land Office; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Heather Lagrone, the Texas General Land Office – Community Development and Revitalization at P.O. Box 12873, Austin, Texas 78711-2873, env.reviews@recovery.texas.gov. Potential objectors should contact the Texas General Land Office to verify the actual last day of the objection period.

SOLICITUD PARA LIBERACIÓN DE FONDOS
En o cerca del 9/24/2025 la Ciudad de Bedias presentará una solicitud al Oficina General de Tierras de Texas para la liberación de fondos de Mitigación (CDBG-MIT) fondos consignados en el marco de las Consignaciones Suplementarias para Requisitos de Ayuda en Desastres, 2018 (Pub. L.115-123), según enmendada, para emprender un proyecto conocido como Bedias 24-065-068-E599 - Flood and Drainage Improvements. La ciudad de Bedias propone instalar escollera, excavar zanjas, instalar canales y tuberías, estabilizar el subsuelo, reparar el pavimento, sustituir las calzadas y completar todos los accesorios asociados. Las mejoras se llevarán a cabo a lo largo de las calles e instalaciones de drenaje de toda la ciudad. Este proyecto no implica la adquisición, pero incluirá la reubicación de cualquier servicio público u otras líneas de infraestructura, según sea necesario. DETERMINACIÓN DE NO IMPACTO SIGNIFICATIVO
La Ciudad de Bedias ha determinado que el proyecto no tendrá un impacto significativo en el ambiente. Por lo tanto, no es necesaria una Declaración de Impacto Ambiental bajo la Ley de Política Ambiental Nacional de 1969 (NEPA, por sus siglas en inglés). Un Expediente de Revisión Ambiental (ERR, por sus siglas en inglés) que contiene información adicional del proyecto está disponible en la Ciudad de Bedias City Hall, 22251 Leon St., Bedias, TX 77831 y puede ser examinado o reproducido de lunes a viernes de 8:00 am a 5:00pm. COMENTARIOS PÚBLICOS
Cualquier individuo, grupo o agencia puede enviar comentarios escritos sobre el ERR a la Oficina del Mayor, the City of Bedias, 22251 Leon St., Bedias, TX 77831. Los comentarios también pueden enviarse por correo electrónico a gwenboullion.cityofbedias@windstream.net, o por teléfono al (936) 395-1119. Todo comentario recibido hasta 9/23/2025 será considerados por la Ciudad de Bedias antes de autorizar que se someta la solicitud de liberación de fondos. CERTIFICACIÓN AMBIENTAL
La Ciudad de Bedias certifica a la Texas General Land Office que Gwen Boullion en su capacidad como Mayor da su consentimiento a aceptar la jurisdicción de las cortes federales si una acción legal fuera iniciada para hacer cumplir responsabilidades relacionadas al proceso de revisión ambiental y que estas responsabilidades se satisfagan. La aprobación de la certificación por parte de Texas General Land Office satisface sus responsabilidades bajo NEPA, y las leyes y autoridades relacionadas, y permite que la Ciudad de Bedias utilice los fondos del programa HUD.
OBJECIONES A LA LIBERACIÓN DE FONDOS
Texas General Land Office aceptará objeciones a su liberación de fondos y la certificación por parte de la Ciudad de Bedias por un período de quince días a partir de la fecha anticipada de recibo o la fecha en que en efecto se reciba la solicitud de liberación de fondos (lo que ocurra más tarde) solamente si estas se basan en una de las siguientes posibles razones: (a) la certificación no fue firmada por el Oficial Certificador de la Ciudad de Bedias aprobado por el Texas General Land Office (b) la Ciudad de Bedias omitió un paso o no tomó una decisión o determinación que es requisito de la reglamentación de HUD en 24 CFR Parte 58; (c) el beneficiario de la subvención u otros participantes en el proceso de desarrollo comprometieron fondos, incurrieron en gastos o llevaron a cabo actividades no autorizadas por 24 CFR Parte 58 antes de que Texas General Land Office apruebe la liberación de fondos; o (d) otra agencia federal actuando de acuerdo con 40 CFR Parte 1504 sometió una determinación de que el proyecto no es satisfactorio desde el punto de vista de calidad ambiental.
